Our Constitution
PREAMBLE
Project Hope at Cornell University was founded in Spring 2005 by Yuantian Leslie Huang. The purpose of the organization is to serve as a bridge between the Cornell Community and the Hope Project developed by the China Youth Development Foundation. To carry out the purposes and objects of this organization, we do hereby ordain and enact the following:

To carry out the purposes and objects of this organization, we do hereby ordain and enact the following:
CONSTITUTION
- Article I. Name and Mission
- Section 1: Name. The name of this organization shall be Project Hope at Cornell, hereafter referred to as Project Hope
- Section 2: Mission. The mission of this organization shall be:
- To facilitate the education of underprivileged children in China byfunding their school fees, building new schools and new libraries.
- To promote awareness and to improve the quality of education for children facing poverty in rural areas of China.
- Article II. Organization of Project Hope
- Section 1. Officers. The board of officers shall consist of the following officers:
- Co-President(s)
- Treasurer
- Internal Chair
- External Chair
- Fundraising Chair(s)
- Publicity Chair(s)
- Social Chair(s)
- Co-President(s)
- Section 2. Committees. Each of the officers above may create sub-committees composed of Project Hope members to fulfill their responsibilities.
- Section 3. Advisor. There shall be at least one advisor to Project Hope who shall oversee the operation of and events held by the organization.
- Section 4. General Membership. The members of Project Hope compose the general membership.
- Section 5. Meetings. General body and committee meetings shall occur biweekly on alternating weeks. Executive meetings shall occur on a weekly basis. The current general body and committee meeting schedule occurs on Wednesdays from 4:30 PM to 5:30 PM EST.
- Section 1. Officers. The board of officers shall consist of the following officers:
- Article III. Officer Duties
- All officers MUST be present at ALL Project Hope events unless there are extenuating circumstances.
- Section 1. The President shall:
- Prepare general body and executive meeting agendas.
- Organize and oversee Project Hope’s structure and functioning by managing behind-the-scenes operations and planning (i.e. complete organization registration, maintain organization status, schedule meetings and events, complete administrative tasks, etc.) and by clear communication with the executive team.
- Facilitate the timely and quality execution of funding processes, internal and external communications, and social, fundraising, and publicity chair responsibilities.
- Adjudicate all inter-organization relationships and processes, and lead the Treasurer, Internal and External Affairs Chairs, and Publicity Chair in planning and executing internal social events. This includes participation in CAPSU, joint cooperative events with other organizations, executive board and general body social events, etc..
- Research and maintain correspondence with partnering non-profit organizations (Changing Young Lives Foundation).
- Summarize and share Project Hope functioning updates with the faculty advisor, executive team, and general body.
- Set and oversee recruitment guidelines and processes for both the general body and executive board.
- Take initiative to facilitate smooth running of Project Hope and appropriately resolve conflicts and challenges as they arise.
- Support each other in designating and sharing responsibilities.
- Prepare general body and executive meeting agendas.
- Section 2. The Treasurer shall:
- Keep updated accounts of Project Hope’s expenses and funds.
- Oversee the organization’s Venmo and bank account transactions.
- Complete and submit funding applications to the appropriate organizations in a timely manner.
- Work with the Fundraising and Social Chairs to prepare budget applications and attend funding hearings for relevant events.
- Regularly update the rest of the executive board regarding the progress of funding applications and the general financial state of the organization.
- Work with the Presidents to coordinate the donation of raised funds to the organization’s non-profit partner(s).
- Keep updated accounts of Project Hope’s expenses and funds.
- Section 3. The Internal Affairs Chair shall:
- Responsible for Project Hope email correspondences and for monitoring the mailing list (MailChimp and ListServ).
- Record e-board and g-body meeting notes.
- In charge of communications with g-body members on Slack.
- Draft and send weekly newsletters to g-body members about upcoming events, meetings, and other announcements.
- Responsible for Project Hope email correspondences and for monitoring the mailing list (MailChimp and ListServ).
- Section 4. The External Affairs Chair shall:
- Advertise events on CampusGroups and various newsletters (CAPSU, A3C, Campus Activities, MSLE).
- Communicate with other clubs and organizations to coordinate event collaborations (i.e. APO for volunteering for Hope Night).
- Communicate with relevant companies and book relevant vendors (i.e. photo booth, sound company, catering services) for events.
- Update the Project Hope website in a timely manner.
- Advertise events on CampusGroups and various newsletters (CAPSU, A3C, Campus Activities, MSLE).
- Section 5. The Fundraising Chairs shall:
- Oversee the planning, execution, and documentation of all fundraising efforts, including but not limited to volunteer recruitment, venue reservations, and obtaining food permits.
- Maintain open communication with necessary parties, including building coordinators, to ensure that university and other regulations are met for all fundraising efforts.
- Work with Social Chair(s) to plan and executive fundraising events, and coordinate the division of tasks to and among committee members appropriately. There will be one Social Chair and one Fundraising Chair per committee.
- Work with the Treasurer to draft budget applications and attend funding hearings for relevant events.
- Work with the Publicity Chairs to ensure the timely publication of advertisement materials for fundraising efforts and events.
- Purchase and market club merchandise.
- Oversee the planning, execution, and documentation of all fundraising efforts, including but not limited to volunteer recruitment, venue reservations, and obtaining food permits.
- Section 6. The Social Chairs shall:
- Oversee the planning, execution, and documentation of general body social events and the social elements of fundraising efforts, including but not limited to preparing necessary materials, volunteer recruitment, venue reservations, and food permits.
- Brainstorm and executive strategies for improving club community and dynamics.
- Serve as a bridge between executive members and general body members.
- Maintain open communication with necessary parties to ensure that university and other regulations are met for all social efforts.
- Work with Fundraising Chair(s) to plan and execute fundraising events, and coordinate the division of tasks to and among committee members appropriately. There will be one Social Chair and one Fundraising Chair per committee.
- Work with the Treasurer to draft budget applications and attend funding hearings for relevant events.
- Work with the Publicity Chairs to ensure the timely publication of advertisement materials for social efforts and events.
- Oversee the planning, execution, and documentation of general body social events and the social elements of fundraising efforts, including but not limited to preparing necessary materials, volunteer recruitment, venue reservations, and food permits.
- Section 7. The Publicity Chair shall:
- Design and disseminate aesthetic graphics for Instagram, Facebook, quarter-cards, flyers, and other mediums through which we promote Project Hope events and our mission.
- Maintain an active presence on Instagram and Facebook by posting stories and responding to DMs.
- Coordinate the external exposure of Project Hope and its activities.
- Ensure that all public materials accurately and effectively reflect Project Hope’s mission.
- Aid the Fundraising Chairs in the design and sale of club merchandise.
- Design and disseminate aesthetic graphics for Instagram, Facebook, quarter-cards, flyers, and other mediums through which we promote Project Hope events and our mission.
- Section 8. Presidential Powers
- All powers and responsibilities not delegated within this Constitution shall be reserved for the President.
- The President may delegate responsibilities not enumerated in this Constitution.

- Article IV. Membership and Communication
- Section 1. Everyone is welcome to join Project Hope. Joining Project Hope entails membership in the Project Hope listserv. All members are strongly encouraged to participate in, support, and help organize all Project Hope events.
- Section 2. Mailing Lists. The listserve PROJECTHOPE-L can be used by the members to communicate with each other. It shall be open to all members. The listserve shall not be used for anything not related to Project Hope without prior approval from the President.
- Section 3. Bias and Discrimination. Project Hope complies with anti-discrimination policies 6.4 of Cornell University, titled Prohibited Bias, Discrimination, Harassment, and Sexual and Related Misconduct, which can be found in the Student Handbook: https://www.dfa.cornell.edu/policy/policies/prohibited-bias-discrimination-harassment-sexual-misconduct.
- Section 1. Everyone is welcome to join Project Hope. Joining Project Hope entails membership in the Project Hope listserv. All members are strongly encouraged to participate in, support, and help organize all Project Hope events.
- Article V. Realization of Mission
- Section 1. Collection of Funds.
- The events shall be used as a vehicle to collect donations from the community. All donations collected must be used on Project Hope service-related projects. They can not be used to fund Project Hope private events or any other expenses.
- Funding for Events: Funding for events can be requested from the SAFC, ISU, ALANA, ISPB, CUPB, CUTonight and the Bartels Family.
- Section 2. Distribution of Funds. The organization shall decide where and how to distribute the funds. Any member can volunteer recommendations on how to distribute said funds. The funds must be distributed to realize the mission of the organization.
- The events shall be used as a vehicle to collect donations from the community. All donations collected must be used on Project Hope service-related projects. They can not be used to fund Project Hope private events or any other expenses.

- Article VI. Perpetuation
- Section I. Selection of Officers. In the spring semester, an application to join or remain on the Project Hope executive board shall be made live. Applicants will be interviewed by any members of the executive board who are not running for a listed position (i.e. graduating seniors). Following discussion among the interviewers, a new executive board will be picked for the next year.
- In emergency situations, the President may appoint members to fill positions. His/her appointment must be confirmed by at least three other officers. If for some reason, the officer board has fewer than three officers excluding the President, the appointment must be confirmed by the entire officer board
- If for whatever reason, not all officer positions are filled, the new executive board is authorized to hold a second round of applications in the fall semester.
- In emergency situations, the President may appoint members to fill positions. His/her appointment must be confirmed by at least three other officers. If for some reason, the officer board has fewer than three officers excluding the President, the appointment must be confirmed by the entire officer board
- Section 2. Perpetuation of the Organization. The selected board of officers shall be entrusted with the responsibilities of running the organization as prescribed in each of their duties. The officers shall communicate the operation of the organization with the general membership.

- Article VII. Code of Conduct
- Section 1.All members are required to follow local, state, and federal laws, Cornell University rules, and the organization’s constitution at all functions.
- Section 2. All members will abide by the Cornell Student Handbook, specifically policy 6.4: Prohibited Bias, Discrimination, Harassment, and Sexual and Related Misconduct.
- Section 3. Any violation of the above will result in the expulsion of the violator at the discretion of the Officers and the Advisor.
- Section 1.All members are required to follow local, state, and federal laws, Cornell University rules, and the organization’s constitution at all functions.
